This article is published with open access at Springerlink.com Abstract Worldwide participation in higher education now includes one-third of the age cohort and is growing at an unprecedented rate. WebSocial inclusion is the right thing to do, and it also makes good economic sense. Left unaddressed, the exclusion of disadvantaged groups can be costly. At the individual level, the most commonly measured impacts include the loss of wages, lifetime earnings, poor education, and employment outcomes.
