In the end, because I have a mix of RPi3 nodes running Raspian Stretch, and the RPi4 running Raspian Buster, I ended up building latest SLURM from sources. That said, logs are your friend.

If you open separate terminal windows and run 'tail -f' on the log files then this is a great diagnostic tool. There is an even better tool called 'multitail' - give it a try.
